Sweden

Norway

Norway is another country that offers free PhD programs, but students need to secure funding to cover living expenses. PhD students in Norway are treated as employees and receive salaries. Leading universities in Norway include the University of Oslo and the Norwegian University of Science and Technology.

Finland 

Finland also offers free PhD programs and provides incentives to boost innovation. The government has initiated programs to increase PhD graduates, making Finland an attractive option for international students. Top institutions in Finland include Aalto University and the University of Helsinki.

Germany 

Germany charges no tuition fees for PhD students but requires secured funding through fellowships or university programs. With eight universities in the top 150 of the QS World Rankings, Germany stands out for its research opportunities.

France 

In France, PhD candidates are mandated to receive funding, ensuring salaries and benefits like healthcare. While some institutions charge minimal fees, many programs are affordable. Notable universities in France include Université PSL and Sorbonne University.

Estonia 

Estonia offers free PhD education, with additional scholarships like the Estophilus grant for research on Estonian topics. The University of Tartu is a prominent choice, known for its academic excellence.
