Abba Patrick Moro, the Senate Minority Leader and senator from Benue South Senatorial District, along with the other senators from North Central Nigeria, sponsored the measure that the Senate enacted into law on Thursday creating the North Central Development Commission, NCDC.
The law was first proposed by Senator Moro in the 9th Senate, where it passed first and second readings on October 5, 2023, and February 21, 2024, respectively. However, the bill was unable to receive presidential assent before the 9th Senate expired.
In his lead discussion, Senator Moro had contended that the commission would be tasked with accepting and overseeing federal and donor funding for the integration, rehabilitation, and relocation and reconstruction of roads, houses and business premises of flood victims.

In addition, he stated that it would deal with the problems of poverty, illiteracy, and other environmental or developmental issues that North Central Nigeria faces, as well as conflicts between farmers and herders, communal conflicts, the building of large-scale drainage systems, the dredging of the Niger and Benue rivers to control floods, and incidental matters.
The Senate Committee on Special Duties’ report, which was adopted during plenary, came before the bill was passed.
During the plenary, Senator Barau Jibrin, the Deputy Senate President, commended Senator Moro and everyone else who helped make the bill a success.
With regard to the general development of North Central Nigeria, which includes Kogi, Niger, Benue, Kwara, Plateau, Nasarawa, and the Federal Capital Territory, Abuja, he expressed optimism that President Tinubu will sign the law.
