PETROAN clarifies diesel, kerosene liftings from Port Harcourt Refinery

The Petroleum Product Retail Outlets Owners Association of Nigeria (PETROAN) has clarified that its members lifted Automotive Gas Oil (Diesel) and Dual Purpose Kerosene (DPK) from the Port Harcourt Refinery, not Premium Motor Spirit (Petrol). According to Billy Gillis-Harry, President of PETROAN, “For the products we are lifting in the NNPC, especially in Port Harcourt refinery, most of them were DPK and AGO.”

Speaking on Arise TV’s The Morning Show, Gillis-Harry explained that PETROAN members bought PMS from NNPC stations, not directly from the refinery. “We did not buy any commercial PMS from NNPC while the process of doing distributions from that depot was going on,” he said.

PETROAN members took petroleum products “running into tens of millions of litres,” with allocations given by NNPC. Gillis-Harry expressed support for Dangote Refinery, saying, “We are very proud of Dangote. We want to support him; we want to encourage him to be successful.”

Meanwhile, energy expert Kelvin Emmanuel noted inefficiencies in Nigeria’s public-owned refinery infrastructure, praising Dangote Refinery for providing critical solutions. “Dangote has come to Nigeria to do what NNPC has failed to do for 25 years,” Emmanuel said, adding that private oil marketers have failed to ensure nationwide access to petrol at fair prices.

Emmanuel emphasized that Dangote Refinery’s plan to assume transportation and storage costs could benefit Nigerians, particularly outside Lagos, the South-West, and Abuja, where PMS prices are relatively stable. “What Dangote is saying is that he is going to assume transportation costs, he’s going to assume storage costs, and deliver petrol to retail stations,” he explained.
