The President has the constitutional authority to declare a state of emergency in any state where conditions endanger public safety or governance, according to the Supreme Court.
The ruling states that this power may be used to halt conditions from devolving into disorder or anarchy or to prevent a major breakdown of law and order.
The court stressed that when unusual circumstances occur, these authorities are meant to protect national stability and guarantee the ongoing operation of democratic institutions.
It stated that only in extraordinary circumstances, when regular governance processes are unable to adequately handle worsening crises, are emergency measures warranted.
