Dangote Refinery suspends discounted Fuel Supply Scheme due to Fraud Allegations – Reports

The Dangote Petroleum Refinery and Petrochemicals has suspended its discounted fuel supply scheme due to a racket involving some affiliate marketers and strategic partners. These marketers were found to be diverting subsidized refined petroleum products to unregistered third-party marketers, selling them at market rates far above the agreed subsidized prices.

According to the refinery, the marketers were using their Authority To Collect loading tickets to supply products to non-registered marketers, who would then sell at higher prices, undermining the scheme’s objectives and distorting the downstream market.

In a letter to strategic partners dated July 13, 2025, the Group Executive Director-Commercial Operations, Fatima Dangote, stated, “Unfortunately, over the last few months, DPRP has been receiving unprecedented complaints of Strategic Partners (Partners) selling their ATCs at the refinery (Tarmac) below the prevailing PMS gantry product price.”

The refinery has suspended the discounted price scheme effective July 13, 2025, and is working towards restructuring the scheme. However, certain concessions have been made to ensure continued off-take of products.

“We are judiciously exploring other incentive/reward schemes for our strategic partners, which will be communicated in due course,” the letter added.

An oil and gas expert, Olatide Jeremiah, confirmed that some affiliate marketers with loading access at the Dangote refinery had been diverting products to non-registered marketers for quick profit.
