The return of Nigeria to a parliamentary form of government has been denied by the League of Northern Democrats (LND).
Instead, the LND, led by Ibrahim Shekarau, a former governor of Kano State, favoured the continuation of the presidential system.
The former governor expressed his views in a paper he gave at the National Dialogue on a Home-Grown Parliamentary System in Abuja. He claimed that the presidential system forces candidates to appeal to people from different ethnic and regional backgrounds, which promotes national unity.
He claims that the parliamentary system, which was implemented at independence and held legislators primarily responsible to local constituents, frequently consolidated limited regional interests at the federal level, as was the case under the First Republic.
He explained, “The presidential system’s Federal Character principle ensures broad representation, creating a structural safeguard that promotes inclusivity.”
He claims that this framework makes the presidential model more resistant to special interest capture by allowing for a balance of interests and preventing any one group from controlling the political landscape.
Restoring the parliamentary system, he contended, would run the risk of encouraging localism and factionalism since MPs would probably prioritise serving particular ethnic or regional interests over national ones.
He also contended that the inclusive approach has aided in the advancement of national integration by dismantling polarising obstacles and that the presidential system’s wider constituency promotes coalition-building that lessens the dominance of any one group.
