Ezenwa Nwagu, Executive Director of the Peering Advocacy and Advancement Centre in Africa, has clarified that the President does not directly appoint the Chairman of the Independent National Electoral Commission (INEC), but only puts forward a nomination.
Nwagu made this point during an interview on Arise Television on Wednesday, while addressing questions related to the appointment process.
He explained that once the President nominates a candidate for the INEC chairmanship, the Department of State Services (DSS) is responsible for conducting background checks and security vetting. The nomination must then be reviewed and confirmed by the National Assembly.
He emphasized that the role of the legislature in this process is vital and cannot be overlooked or undermined.
“Well, the conversation is a whole lot of debate that is going on around those issues, and the preponderance of opinion it first started with.
“Again, Justice Wale’s recommendation about the National Judicial Council, NJC, and all that.
“All that is coming from frustrations arising from what people see as the partiality of most of the appointees into a sacred institution like INEC.
“Truth be told, and which is the argument that I make everywhere, the President does not appoint. The president nominates. And so when he nominates, the DSS screens and profiles, and I think the Council of States also has a stake in it.
“And then, you go to the National Assembly,” he said.
