In order for President Bola Tinubu’s administration to restore electoral integrity and fortify Nigeria’s democracy, former Vice President Atiku Abubakar has listed nine requirements.

Atiku praised Nigerians’ enthusiasm for the ongoing Permanent Voter Card (PVC) registration drive in a statement published on X on Thursday, but he emphasized that extensive electoral and judicial changes are necessary for legitimate elections.

He pointed out that just 24.9 million of the 93.47 million registered voters cast ballots in the general elections of 2023, representing 26.72 percent of the total, the lowest turnout since 1999.

Atiku cautioned that public trust in the political process will continue to decline in the absence of reforms.

He referenced worries expressed by Prof. Chidi Odinkalu in his book The Selectorate, in which he contended that judges, rather than voters, are increasingly deciding election results.

The former vice president enumerated the requirements, which included requiring all polling and collation centers to use BVAS for voter accreditation and upload election results, requiring all election results to be transmitted electronically to the iREV portal without the option of manual transmission, and collating results at the ward level solely using electronically transmitted data.

According to him, there are additional requirements, such as the prohibition on manual accreditation, transmission, and collation of results at all levels, the requirement that local government collation be solely based on electronically transmitted ward results, the requirement that state-level collation be solely based on electronically transmitted local government results, and the requirement that national collation be solely based on electronically transmitted state results.

Along with those demands, Atiku also called for the appointment of the INEC Chairman, National Commissioners, and Resident Electoral Commissioners to be subject to democratic voting by the public and for INEC to bear the burden of proving significant adherence to the Constitution and Electoral Act in election petitions.

Atiku insisted that putting these measures into effect will give the people back control and lessen the impact of special interests on election results.
