Godswill Akpabio, the president of the Nigerian Senate, may be impeached shortly for his insistence that “Cows are not Nigerian Citizens,” as senators from the north reject the proposal to outlaw open grazing.
There was a lot of emotion and spirited debate in the Red Chamber during the legislative session on Wednesday.
A measure proposed by Benue North West senator Titus Zam will outlaw open grazing nationwide if it becomes law.
This aims to end the long-running disputes between farmers and herders.
The proposed law provides detailed guidelines for ranch development and maintenance, encouraging best practices and reducing conflict between farmers and herders.
On the other hand, Senators Danjuma Goje of Gombe and Adamu Aliero of Kebbi fiercely opposed the bill.
The bill’s northern senators characterized it as an attempt to violate the nation’s fundamental rights by prohibiting herders and their animals from moving freely.
The MPs reasoned that legislation should apply to the entire nation, not just a particular region, citing that ranching and cattle farming are more common in northern Nigeria than in other regions.
According to Aliero, the division of the northern area into 19 states has complicated the operation of cattle routes, which begin in the far north and terminate in Lokoja.
But according to Senate President Godswill Akpabio, cows shouldn’t be considered citizens of the nation and, as such, have no place in the Nigerian constitution.
He said, “Cows are not citizens of Nigeria, Senator Aliero. Are you arguing with me? The section you are referring to is talking about the citizens of Nigeria.
“And cows are not citizens of Nigeria. Cows can come from Niger, Chad, or anywhere.”
Other senators who backed the bill argued it should be passed because the proposed Commission would handle the farmers’ and herders’ crises.
Akpabio put the bill to a voice vote, and it passed.
The Senate Committee on Agriculture, Judiciary, and Legal Matters was tasked with reviewing it and returning it within a fortnight.
The legislative legislation hopes to ensure a more organized and sustainable approach to the sector by addressing the difficulties and disputes related to cattle farming.
