The Nigerian Federal Government, through Galaxy Backbone Limited (GBB) and under the Sovereign Digitalisation Programme known as the 1Government Cloud, has officially begun implementing a comprehensive paperless system across all ministries, departments, and agencies.
During the launch of this initiative, Professor Ibrahim Adeyanju, who serves as the Managing Director and Chief Executive Officer of Galaxy Backbone, referred to the development as a “strategic shift” marking a significant milestone in the nation’s ongoing digital transformation efforts.
“With 1Gov, Nigeria is entering a new era of governance, faster decision-making, more secure documentation, and ultimately, better services for citizens. This is about building a government that is smart, responsive, and globally competitive,” Adeyanju said.
On his part, the Programme Director of the 1Government Cloud, Mr Wumi Oghoetuoma, emphasised that the project is designed to drive efficiency and transparency in governance.
“The paperless governance initiative will eliminate bureaucratic bottlenecks by streamlining approvals and inter-agency communication.
“It will significantly cut costs associated with printing, storage, and distribution of physical files, while enhancing transparency and accountability in public service delivery,” Oghoetuoma said.
He also pointed out that the initiative significantly boosts the protection of sensitive government information through the use of encrypted digital storage, while also improving the speed of decision-making processes across various Ministries, Departments, and Agencies (MDAs).
“With MDAs uniting under a single vision to improve service delivery, one of the key performance indicators of the government’s Renewed Hope Agenda, Nigeria is laying the foundation for a seamless digital government ecosystem,” he said.
He further stated that the directive from the Head of the Civil Service of the Federation (HCSF) to transition to a fully paperless civil service by the end of 2025 is both well-defined and within reach. He applauded the HCSF’s Office for implementing a step-by-step strategy that focuses on equipping staff with the necessary training and establishing reliable IT systems as essential steps for broader implementation.
This achievement signals Nigeria’s determination to reform public service delivery, uphold national data control, and align with international standards in e-governance.
A senior official at the Ministry of Foreign Affairs, who spoke on condition of anonymity, emphasized the platform’s relevance for the country’s foreign relations.
He remarked that integrating a sovereign digital infrastructure will “strengthen Nigeria’s diplomatic communication systems and enhance the country’s ability to respond swiftly to international engagements.”

Leading the rollout of this transformative project are several major federal MDAs, such as the Federal Ministry of Communications, Innovation and Digital Economy; the Ministry of Solid Minerals; the Ministry of Steel Development; the Ministry of Foreign Affairs; the Federal Ministry of Justice; the Federal Airports Authority of Nigeria; and the Federal Ministry of Intergovernmental Affairs, with additional agencies expected to join soon.
