Kano State Governor, Alhaji Abba Kabir Yusuf, has officially enacted the Kano State Infrastructure Management Agency Bill, paving the way for the establishment of the Kano State Infrastructure Management Agency (KASIMA). This newly created body is responsible for overseeing the setup and regulation of utility infrastructure within public areas across the state.
The Governor’s approval comes after the State House of Assembly passed the Kano State Infrastructure Management Agency Law, 2025 (1446 A.H). The Governor’s spokesperson, Sunusi Bature Dawakin Tofa, confirmed the news in a statement released on Friday.
Governor Yusuf referred to the agency’s formation as a “timely intervention” intended to restore order, enhance public safety, and foster improved coordination in infrastructure development throughout Kano.
“KASIMA will bring long-awaited sanity to the way utilities are installed in Kano. The current practice of indiscriminate placement of poles, masts, and cables without regulation has created safety hazards, destroyed environmental standards, and disrupted urban planning,” the Governor said.
The law grants KASIMA authority to manage and oversee utility placements in public locations. Its responsibilities include issuing necessary permits, verifying compliance with safety standards, inspecting installations, tracking radio frequency emissions from telecom equipment, and encouraging shared infrastructure usage to reduce redundancy.
Additionally, the agency will maintain a comprehensive record of all utility structures in the state and will be responsible for identifying and recommending the removal of unlawful, outdated, or poorly constructed systems.
KASIMA will also advise the state government on matters concerning infrastructure development and regulatory standards.
Governor Yusuf emphasized that the agency’s purpose is not to hinder progress but to ensure that infrastructure expansion is carried out in a safe, orderly, and strategically planned manner.

“We welcome development and investment, but it must be structured. This agency will ensure that every utility installed in Kano is done with proper planning, safety, and the public interest in mind,” he added.
The statement further indicated that the law is set to take effect later in 2025. In preparation, the state is moving ahead with setting up the agency’s leadership team, hiring technical professionals, and collaborating with key stakeholders such as utility firms and local authorities.
