A spectacular incident occurred in Delta State when a police officer got into a street fight while attempting to arrest a woman for wearing indecent clothing.
In a June 29, 2025, post on their X (previously Twitter) account, the Delta State Police Command announced that “indecent dressing” would now be punishable under the state’s domesticated Violence Against Persons Prohibition (VAPP) Law—Section 29, which relates to indecent exposure.
Offenders could face a punishment of ₦50,000 or be required to complete community service, the police said.
However, the Ministry of Justice in Delta State claimed that the police had misunderstood the legislation.
Although Section 29 makes it illegal to purposefully display one’s private areas to the public, it does not provide police the authority to detain or punish anyone based only on their attire. The law can only be interpreted and punishments imposed by a court.
Following the release of the video, which caused conflicting reactions among Nigerians, the internet went into a frenzy.
