BREAKING: Kaduna Education Authority bans exploitative school practices and Sign-out ceremonies

The Kaduna State Schools Quality Assurance Authority (KSSQAA) has introduced sweeping regulations aimed at curbing exploitative and unhealthy practices in schools across the state.

In a public notice signed by its Director-General, Prof. Usman Abubakar Zaria, the authority announced a ban on graduation ceremonies at every class level, insisting that such practices inflate the cost of education and place unnecessary burdens on parents.

“Graduation ceremonies will henceforth only be allowed for students completing JSS 3 and SS 3,” the notice declared.

“Even for these classes, participation and payments must remain voluntary. Where compulsory levies are proposed, schools must obtain clearance from KSSQAA four weeks in advance, with evidence of PTA approval.

The authority also outlawed the popular “sign-out” culture, which often sees final-year students engage in unruly and indecent street activities after examinations. Schools have instead been directed to provide supervised alternatives such as farewell assemblies, talent exhibitions, or mentorship sessions.

On learning materials, the agency banned consumable textbooks with built-in worksheets, arguing that they prevent reuse and escalate costs for parents.

“With effect from September 2026, publishers must provide separate optional workbooks, while keeping the main textbooks reusable,” the notice explained.

Regarding school fees, KSSQAA warned proprietors against unilateral increments or institutional upgrades without prior written approval.

“Any unauthorized increment will attract strict sanctions,” the authority cautioned, adding that approval for fee adjustments would only be granted after PTA consent, a formal application, enrolment data, and minutes of PTA meetings have been reviewed.

Prof. Zaria reaffirmed the agency’s commitment to ensuring that education in Kaduna remains accessible and affordable.

“These measures are in line with Sustainable Development Goal 4, which seeks to ensure inclusive and equitable quality education,” he said.
