Bandits loyal to notorious armed leader, Isiya Kwashen Garwa, have reportedly imposed fresh levies of N10 million each on Garin Lamido and Yan Shuni communities in Bakori Local Government Area.

The renewed demand comes despite several peace agreements previously reached between local authorities, community leaders, and representatives of armed groups operating in the area.

The development was disclosed by security analyst and crisis journalist, Bakastine, in a post on his X handle, where he expressed concern over the continued vulnerability of rural communities in the state.

According to him, the latest levy has sparked panic among residents, forcing many families to flee their homes over fears of possible attacks.

Sources within the affected communities said the demand has further escalated tension in an area already struggling with persistent insecurity and inadequate security presence.

Residents also expressed frustration over what they described as a repeated cycle of agreements and violations, questioning the effectiveness of the peace deals earlier brokered.

Despite ongoing security operations in parts of Katsina State, the bandits are reportedly maintaining control over several rural communities, deepening fears among farmers who rely on access to their farmlands.

ZINGTIE gathered that the situation has become a recurring trend across several North-West communities, where armed groups impose levies and later carry out attacks if their demands are not met.

“Such arrangements, often referred to locally as ‘peace deals,’ have failed to provide lasting security, instead creating a cycle of intimidation and forced compliance.”

Security observers also warned that the continued payment of levies could further strengthen armed groups and expand their influence across more rural settlements.

Bakastine also questioned the sustainability of current security strategies and raised concerns over whether enough enforcement measures are in place to protect vulnerable communities.
