Otti moves to reduce rural-urban migration, signs Abia Mini-grid regulations

Governor Alex Otti of Abia State has signed into law the state’s Mini-Grid Regulation policy, aimed at attracting qualified investors and expanding electricity access, particularly in areas with little or no power supply.

Speaking during the signing ceremony at the Government House in Umuahia on Wednesday, Otti explained that the initiative would create new opportunities in the state’s electricity sector, boosting both power generation and distribution for underserved populations.

The governor emphasized that the new policy would also help reduce the cost of doing business, tackle poverty, and discourage rural dwellers from migrating to urban centres.

Otti stated that Abia State had moved swiftly to take advantage of the 2024 Electricity Act signed by President Bola Tinubu, which granted states more control over their electricity markets.

He pointed out that the deployment of mini-grid systems under the new framework would generate employment and contribute significantly to poverty alleviation, especially within the agricultural sector.

According to the governor, many residents from rural communities relocate to cities due to inadequate electricity, even though they would rather remain in their home areas if power supply were reliable.

“It would also cut down the rate of rural-urban migration and make our communities liveable, especially for those who prefer the quiet and less-aggressive life in the suburban centres.”

He reassured existing electricity providers that the mini-grid policy would not pose a threat to their operations. Instead, the regulation would foster collaboration and encourage any capable party to participate in delivering reliable energy.

Otti further assured residents in off-grid or disconnected areas that the mini-grids would serve as a short- and medium-term solution to meet their electricity needs.
