Rivers State Governor, Siminalayi Fubara, is expected to present the 2026 Appropriation Bill before the State House of Assembly on Friday, in a move seen as a major milestone toward resolving months of fiscal uncertainty in the state.
The budget presentation comes two weeks after the Assembly approved the 2026–2028 Medium Term Expenditure Framework (MTEF), the fiscal policy document outlining the government’s revenue estimates and spending plans for the next three years, which serves as the basis for the annual budget.
Under the approved framework, the state is proposing a budget of N1.84 trillion for the 2026 fiscal year, with more than N400 billion allocated to recurrent expenditure, while over N1.4 trillion has been earmarked for capital projects, reflecting the administration’s emphasis on infrastructure development.
Speaker of the House, Martin Amaewhule, while presenting the MTEF on the floor of the Assembly, praised the executive for producing what he described as a practical fiscal roadmap for the state over the next three years.
He, however, expressed reservations about the revenue projections contained in the framework, arguing that they do not adequately reflect prevailing realities, particularly in light of current international crude oil prices.
The expected presentation of the 2026 budget has drawn widespread public interest after taking longer than anticipated to reach the Assembly.
The delay triggered speculation among political observers, many of whom linked it to the prolonged rift between the executive and legislative arms of government in the state.
Following its presentation, the appropriation bill will be subjected to legislative consideration before it can be passed into law and implemented.
