Fresh Move by FG Signals Big Change for Every Nigerian’s Means of Identification

The Federal Government has restated its resolve to fully enforce the provisions of the National Identity Management Commission (NIMC) Act 2026, with plans to establish the National Identification Number (NIN) as the country’s sole official means of identification.

The assurance was given on Monday in Abuja during a strategic engagement between the Minister of Budget and Economic Planning, Abubakar Bagudu, and the Director-General of the National Identity Management Commission, Dr. Abisoye Odusote.

Bagudu described the newly enacted legislation as a landmark reform designed to enhance Nigeria’s digital identity architecture, strengthen governance, and improve data-driven policy formulation.

According to the minister, the Act provides a more robust legal foundation for building a reliable, secure, and inclusive national identity system capable of serving the country’s growing needs.

He emphasized that the true impact of the legislation would depend largely on effective implementation and its ability to produce measurable benefits for Nigerians.

Bagudu also called for stronger cooperation among the federal, state, and local governments to eliminate fragmented identity databases and promote greater confidence in the nation’s identity management system.

He stressed that the National Identification Number should become the universally accepted form of identification across the country to improve governance and enhance the delivery of public services.

According to him, “a comprehensive national identity database would provide accurate demographic and socio-economic data needed for development planning, efficient resource allocation and service delivery at all levels of government”.

The minister further highlighted the need to reinforce data privacy measures, strengthen cybersecurity, and introduce more effective safeguards as Nigeria continues to expand its digital identity infrastructure.

Earlier, NIMC Director-General Dr. Abisoye Odusote explained that the new law replaces the 2007 NIMC Act, officially positions the National Identification Number as the country’s primary identity under the “one person, one identity” policy, and introduces improved provisions for data protection as well as digital identity infrastructure.
