The Federal Government has called for a comprehensive restructuring of the African Union Peace and Security Architecture (AUPSA), saying urgent reforms are needed to address the growing threats of terrorism and instability across Africa.

Minister of Foreign Affairs, Ambassador Bianca Odumegwu-Ojukwu, presented Nigeria’s position in Abuja during a consultative forum focused on improving the effectiveness of the African Union’s security framework.

The high-level meeting was organised to advance the implementation of AU Assembly Decision 967, adopted in February 2026.

The decision requires stakeholders to submit specific proposals for reforming the continent’s security system by January 2027.

Addressing participants at the opening ceremony, Odumegwu-Ojukwu highlighted the deteriorating security situation across Africa, explaining that terrorism had expanded beyond the Sahel into coastal West African countries, the Lake Chad Basin, the Horn of Africa, the Great Lakes region and northern Mozambique.

The minister also expressed concern over the changing methods employed by terrorist organisations, noting that they increasingly rely on drones, illegal financial transactions, organised criminal networks and illicit artisanal mining to strengthen and sustain their activities.

Although she acknowledged the progress achieved under the AUPSA, Odumegwu-Ojukwu conceded that persistent implementation challenges had limited the framework’s effectiveness in addressing security threats on the ground.

She expressed hope that discussions at the forum would produce practical recommendations that could be implemented to strengthen Africa’s peace and security institutions and improve their performance.

The minister identified improvements to early warning systems, the establishment of reliable and sustainable funding mechanisms, and stronger cooperation between the African Union and regional economic communities as priority areas for reform.
