The Senate has explained why the Federal Capital Territory, FCT, will not be included in the proposed state police structure, citing the absence of key constitutional institutions required to operate a state-controlled police force.

Chairman of the Senate Committee on Media and Publicity, Yemi Adaramodu, said the FCT has neither a governor nor a State House of Assembly, noting that Abuja is administered directly by the Federal Government.

In a statement, Adaramodu explained that the FCT is governed by a minister who operates under the directives of the Federal Executive Council, while legislative responsibilities for the territory are handled by the National Assembly.

“I have heard many people raise a lot of questions on why the Federal Capital Territory is not among the plan for state police. The FCT issue is different. It is under the Federal Government,” he said.

According to him, the absence of a governor and state legislature means Abuja cannot adopt the same policing arrangement being proposed for Nigeria’s 36 states.

“The federal capital does not have an assembly. The National Assembly is the body that makes laws for the Federal Capital Territory.

“That’s why it has to be the same as what the Federal Government does. So, the federal police are responsible,” Adaramodu said.

The clarification comes as the Federal Government advances its proposed framework for establishing state police across the country.

President Bola Tinubu is expected to receive the draft Executive National Policing Bill on September 3.
